No. Local authorities already have considerable powers in these matters.

asked the Secretary of State for the Environment if he will publish his most recent assessment as to the relative safety merits of zebra crossings and pelican crossings.

Studies show that at 28 sites where pelicans replaced zebras, accidents have fallen on average by 60 per cent.
