asked the Secretary of State for Social Services what is his estimate of the number of persons under the age of 16 years in the United Kingdom who are blind, deaf, dumb or otherwise permanently and substantially handicapped by reason of illness, injury or congenital deformity; and how he arrives at his estimate.
