§ Mr. Anthony RoyleI welcome the statement by the Soviet Minister of Fisheries reported by Tass on 12th March. In particular I fully endorse his insistence that the problems of conserving fish stocks 277W and regulating fisheries on the high seas must be solved by international agreement, and that unilateral measures can only be ineffective.
