§ Mr. Palmerasked the Secretary of State for the Environment if his proposed legislation to implement the principles in the White Paper, Development and Compensation—Putting People First, will include retrospective provisions to enable Bristol residents already adversely affected by the construction of the Outer Circuit Road to claim grants for sound insulation and other protective measures, as set out in the White Paper.
