asked the Secretary of State for Scotland when he hopes to publish his circular to education authorities on safety for pupils in the mountains.

About the end of November. The proposed circular has been discussed with representatives of the Association of Directors of Education and I am now awaiting the comments of the other interested bodies which have been consulted. These bodies include teachers' organisations, the Mountain Rescue Committee of Scotland, the Scottish Mountain Leadership Training Board, the Scottish Standing Conference of Voluntary Youth Organisations and the Scottish Sports Council who are themselves planning a pilot publicity campaign for Scotland on "Mountain Sense and Safety" this winter. The three sports councils are jointly considering the possibility of a Great Britain campaign for next year.
