asked the Secretary of State for the Environment what steps he is taking to combat land speculation, following the publication of the South Hampshire Structure Plan; and whether he will make a statement.

The right way to stop speculation is to make more land available. The Circular just issued to local authorities (Department of the Environment Circular 102/72) sets out details of the Government's plans. These should help both generally and in areas such as South Hampshire where draft Structure Plans have been published and uncertainties about the future can begin to be resolved. I am, however, keeping the situation under constant review to see whether further measures will be necessary.
