§ Mr. Eldon GriffithsMy right hon. and learned Friend will implement those recommendations where the initiative lies with him. Primarily, however, it is for the local authorities to act upon the report, and all who do will find my Department most prompt to help. The essential requirement is a new and vigorous approach to smoke control throughout the region and of this there are already encouraging signs.
