asked the Secretary of State for Scotland what representations he has received regarding the irregularities of the appointments made at the statutory meeting of Kinghorn Town Council on 5th May, 1972; and what action he intends to take.

A councillor has written to my right hon. Friend complaining about the procedure followed in electing a bailie at the meeting in question. He has informed the councillor that this is not a matter on which he has authority to pronounce or intervene.
