§ Mr. DeanThe present system is satisfactory for the great majority of pensioners and protects them by making the order book unattractive as an object for theft. It enables a lost book to be replaced with a minimum of delay and ensures that orders are cashed for the full value. I see no reason for changes, but if my hon. Friend has a particular case of difficulty in mind I will be pleased to look into it.
