Mr. Arthur Lewis

asked the Secretary of State for Scotland if he will make a statement on Scottish initiative to attract German direct investment in Scotland; and to what extent, on Great Britain's entry into the European Economic Community, Germans and other nationals from the enlarged Ten will be able to enter and settle in Scotland, open businesses and obtain investment grants; and whether he will be able to make rules and regulations to ensure that employment in such industries must be allocated to Scottish nationals and British subjects.

Mr. Gordon Campbell:

On the first part of the Question, I would refer the hon. Gentleman to my statement today in reply to a Question by the hon. Member for Clackmannan and East Stirling-shire (Mr. Douglas).

On the remaining points, we shall continue to welcome the creation of new employment opportunities in Scotland as a result of overseas investment; and, on entry to the EEC, the Community's provisions on free movement of labour will apply to all parts of the United Kingdom as to other member States.

asked the Secretary of State for Scotland how the practice of his Department relating to handling time-expired applications for agricultural subsidies will be affected by entry to the European Economic Community.

Mr. Gordon Campbell:

There is no reason to believe that British entry to the European Community will affect these domestic administrative arrangements.
