§ Mr. Hardyasked the Secretary of State for the Environment what is the current average rent for council-owned dwellings and the average proposed fair rent for those dwellings in the area of those local authorities which have provided his Department with information, in regard to the proposals for council rents contained in the Housing Finance Bill.
