§ Mr. van StraubenzeeAccording to returns from the two local education authorities, there are 114 pre-1903 primary schools in Hampshire and 14 in Southampton in need of replacement or major improvement. These schools, which represent about 1.9 per cent. and 0.2 per cent. of the number in England as a whole, contain about 25,000 and 4,000 pupils respectively.
