asked the Secretary of State for Foreign and Commonwealth Affairs what were the circumstances in which Sir Lionel Luckhoo was granted diplomatic immunity; and whether he will make a statement.

Diplomatic immunity attaches, by virtue of the Diplomatic Privileges Act, 1964, to persons who are diplomatic agents at missions in the United Kingdom.

In a letter of 23rd March, 1972, the High Commissioner for Guyana informed me that Sir Lionel Luckhoo had been appointed to the High Commission with effect from 17th March, 1972, and that he would be arriving in this country within a few days. The Head of the Protocol and Conference Department of the Foreign and Commonwealth Office replied to the High Commissioner for Guyana on 10th April accepting the appointment.
