asked the Secretary of State for the Environment if he will consider means of assisting those owner-occupiers whose property is designated for demolition within the next 15 years and now find that they are unable to qualify for an improvement grant and that their house has no market value.

Statutory blight rights are available as soon as a compulsory purchase order has been confirmed and authorities are encouraged to buy earlier than this where there is hardship.
