Mr. Spearing

asked the Secretary of State for Social Services if he will now state the reasons given to him by the Post Office Board for the need to conduct a six-month experiment in labour-free installation of telephones, under the terms of the Chronically Sick and Disabled Persons Act, before the Board will accept the offer of the Metropolitan West Branch of the Post Office Engineering Union to install such telephones in the London Borough of Ealing.

I understand that, although there are points of difficulty, the Post Office Board is willing to operate schemes, similar to the current experiment in Wales, wherever the Post Office Engineering Union offers to provide free labour and the local authority agrees to an arrangement of this kind.
