Mr. Bishop

asked the Secretary of State for Education and Science how soon she expects to give approval to the draft Articles of Department of Education and Science Circular 7/70, College Government, which provides for teaching staff representation on governing bodies; and if she will indicate to local education authorities their right to anticipate her approval in the meantime.

Under the Education (No. 2) Act 1968 the constitution of the governing body of a maintained further education college is determined by an instrument of government made by the local education authority. This instrument, unlike the articles of government for the college, does not require my right hon. Friend's approval.
