§ Mr. CarlisleNo estimate can be made of the number of cars on the roads without insurance cover, but in 1971 in England and Wales 120,133 offences of using a motor vehicle uninsured against third party risks were dealt with by pro-126W secution and the police gave written warnings in respect of 3,358 alleged offences.
