asked the Secretary of State for Trade and Industry why, according to the explanatory notes for guidance of applicants for regional development grants towards the cost of buildings and works in an assisted area issued by the Department of Trade and Industry, grant will not in general be paid to local authorities.

Mr. Chataway

The present arrangements for providing central Government financial assistance to local authorities take account of their varying needs and resources. Local authorities do, however, qualify for regional development grants in respect of new buildings and adaptations to existing buildings which they lease to persons who use them primarily for qualifying activities.
