Mr. Clinton Davis

asked the Secretary of State for the Home Department if he will introduce measures at prisons and detention centres in England and Wales to ensure that Commonwealth immigrants who are detained there and who face no criminal charges shall be accorded special privileges and shall not be subjected to the usual prison regimen for prisoners remanded in custody.

Mr. Carlisle

They already receive the special privileges which the Prison Rules prescribe for unconvicted prisoners.
