What instructions concerning the entry of, and other matters concerning, United Kingdom passport holders from East Africa are contained in the unpublished instructions issued by the Home Office to Chief Immigration Officers; and if they will place a copy of these instructions in the Library of the House.

The admission of United Kingdom passport holders who are subject to immigration control is governed by the published instructions to Immigration Officers (Cmnd. 4298). These provide that admission is not to be refused to the holder of a special voucher granted for settlement except on medical or security grounds or for criminal record or because the person is subject to a deportation order. The instructions are supplemented, as with other categories of people subject to control, by unpublished instructions of an administrative nature. But the administrative instructions cannot derogate from the published instructions and, in accordance with the practice uniformly followed by successive Governments, my right hon. noble friend would not think it right to publish them.
