asked Her Majesty's Government:

What arrangements are available for United Kingdom passport holders from East Africa possessing degrees in dentistry conferred by recognised universities of the Commonwealth to enter the United Kingdom for the purpose of obtaining the L.D.S. qualification; and why Mr. Shrikant Patel, who qualified in dentistry at the University of Bombay and then entered for the statutory examination for this purpose at the University of Edinburgh, has been detained in Pentonville since July 15.

A United Kingdom passport holder subject to control may be admitted as a visitor to take a qualifying examination. But on arrival Mr. Patel frankly stated that he had come for settlement and he had no special voucher or entry certificate granted for this purpose. Accordingly he was refused admission and detained while his case was considered. In the light of special factors which apply to his particular case he was released on August 2 and admitted for three months.
