asked the Secretary of State for Foreign and Commonwealth Affairs what protests the Co-Chairmen of the Geneva Conference have received from the Government of Vietnam against the latest aggression by North Vietnam; what replies have been made; and what action taken.

We received a Note from the Government of Vietnam on 6th April, drawing the attention of the Co-Chairmen to the situation in South Vietnam following the North Vietnamese invasion. The Vietnamese Government asked us to pass a copy to the Russian Co-Chairman, with whom they do not have diplomatic relations. This we attempted to do, but the Russians declined to accept the Note. At the same time, we told the Russians that in our view the Geneva Conference should now be recalled. They have since told us that they do not consider this practicable.

We have ourselves replied to the Vietnamese Note in sympathetic terms.
