Argentina

A delegation lead by Sr. Gomez Luengo, Under-Secretary for Foreign Trade, discussed trade matters with officials of the Department of Trade and Industry and the Ministry of Agriculture, Fisheries and Food between May 20 and 26. The British side explained the interim levy scheme, and also indicated that subject to the usual animal and public health requirements licences would be issued for the importation of boneless mutton and lamb from Argentine Tierra del Fuego.

The President of the Argentine Chamber of Commerce, Dr. Arturo Fauvety, undertook a tour of the United Kingdom sponsored by Her Majesty's Government from October 30 to November 15. He saw my honourable friend the Parliamentary Under-Secretary of State at the Foreign and Commonwealth Office.

Brazil

The Minister of Industry and Commerce, Sr. Pratini Moraes, visited London in May,1971, to outline Brazil's steel production expansion programme.

The Finance Minister, Professor Delfim Neto, and a party of five, visited London in June to attend the opening of the Bank of Brazil's London Office.

The Minister of Planning, Sr. Paulo Dos Reis Veloso, visited London on May 28 for discussions on methods of stimulating industrial expansion.

The Finance Minister, Professor Delfim Neto, called on November 17 during an unofficial visit to London on my honourable friend the Parliamentary Under-Secretary of State at the Foreign and Commonwealth Office, who informed him of Her Majesty's Government's readiness to offer a £10 million development loan to Brazil.

The Secretary of Planning in the State of Guanabara visited London from November 13 to 18 for talks in connection with the proposed Rio de Janeiro underground railway.

Mexico The Deputy Foreign Minister, Sr. Gonzalez Sosa, called on my right honourable friend the Minister of State for Foreign and Commonwealth Affairs on May 26 for discussions about the Mexican Technicians Exchange Scheme.

A trade promotion delegation, lead by the Director-General of the Institute of Foreign Trade, visited the United Kingdom from October 3 to 7. The mission called on my right honourable friends the Minister for Trade and the Chancellor of the Duchy of Lancaster and also attended the reception given by my right honourable and noble friend the Minister without Portfolio.

The Chairman of the Mexican Chapter of the Anglo-Mexican Businessmen's Committee, Lic. Guillermo Salas, visited London from November 15 to 18 for the annual plenary meeting of the AngloMexican Businessmen's Committee. Lic. Salas called on my right honourable friend the Minister for Trade.

Chile

The President of the Chilean Central Bank, Sr. Inostroza, with a party of four, visited London from May 22 to 26 in the course of a tour of a number of countries. They outlined the Chilean Government's financial aims and policies.

The Vice-Minister of Foreign Affairs, the late Sr. Alcides Leal, visited London from March 22 to 24 and called upon my honourable friend the Parliamentary Under-Secretary of State at the Foreign and Commonwealth Office.

Colombia

The Minister of Development, Dr. Jorge Valencia, and two officials visited London from May 18 to 20 as part of a tour of European countries. Dr. Valencia called on my right honourable friend the Minister for Trade, and the party had discussions with officials on trade and finance matters.

The Director of the National Postal Administration, Dr. Humberto Alcarate, visited London in June to discuss with the Overseas Development Administration the British Government's offer of £1.5 million loan to develop the Colombian postal services.

The Minister for Foreign Affairs, Senor Vazquez Carrizosa, visited London at the invitation of Her Majesty's Government from October 22 to 27. He had talks with my right honourable friend the Foreign and Commonwealth Secretary and was guest of honour at a lunch given by my honourable friend the Parliamentary Under-Secretary of State at the Foreign and Commonwealth Office. He also called on my right honourable friend the Minister for Trade.

Peru

The Vice-Minister for Economy and Finance, Dr. Brousset, visited London in June and again in August for discussions with officials and businessmen on development projects in Peru.

Andean Development Corporation

A four-man delegation from the Corporation visited London from September 27 to 29 in the course of a world tour. They had exploratory talks with officials, and in the City, on the possibilities of raising funds for the Corporation's projects. The Overseas Development Administration informed the delegation that Her Majesty's Government would be prepared to consider providing advisers and feasibility studies, on a grant basis, in support of projects submitted.
