asked the Attorney-General what changes he proposes to make to ensure a more balanced representation of local communities in membership of magistrates' benches.

The present system, which is based on the recommendations of the Royal Commission of 1948 and has been carried on with improvements by successive Lord Chancellors, is designed for precisely this object and achieves it. My noble Friend and his Advisory Committees are always open to suggestions for improvement, either of principle or detail, and will gladly consider them. The same is true of my right hon. Friend the Chancellor of the Duchy of Lancaster.
