asked the Secretary of State for the Environment if he will circulate to all local authorities model byelaws for the control of dogs together with a recommendation that they be adopted and enforced.

Many aspects of the control over dags, for instance in the interests of public safety, are matters for the general law. There are model byelaws on the fouling by dogs of the footways of streets and public places and on the control of dogs in such places as parks and recreation grounds. It is for each local authority to consider, in the light of local circumstances, whether there is need to make such byelaws.
