asked the Secretary of State for Social Services whether he is satisfied with the proportion of the payments made to the pharmaceutical industry by the National Health Service for drugs devoted by the industry to research as compared with the proportion devoted to advertising; and if he will make a statement.

The levels of research and advertising expenditure are primarily matters for the industry itself. It is important that companies should have the incentive to undertake the research and development essential to safe and advancing therapy. I recognise the need for adequate promotional expenditure but shall continue to discourage excess.
