§ Mr. Marquandasked the Secretary of State for Foreign and Commonwealth Affairs whether he will state the amount currently spent by the Overseas Development Administration on public education about the problems of developing countries and the aid programme.
§ Mr. Wood£36,000 has been provided in the financial year 1971–72 for publications, films and other visual material about the aid programme and to assist recruitment for overseas service. In addition, the greater part of our contribu-352W tions to the Voluntary Committee on Overseas Aid and Development, the Scottish Standing Committee for Voluntary International Aid and the Northern Ireland Voluntary Committee on Overseas Aid and Development, amounting to about £17,000, are devoted to public education about overseas development.
Moreover, as I told the hon. Member for East Ham, South (Mr. Oram) on 22nd March, the contribution to the Voluntary Committee on Overseas Aid and Development has been specially increased this year in connection with the formation of a United Kingdom Standing Conference to help mobilise public opinion in support of the aims of the United Nations Second Development Decade.—[Vol. 814, c. 1–2.]

(2) which countries will receive technical assistance from the United Nations Development Programme with the help of the United Kingdom, as provided in the Supply Estimates, Class II, Vote 5, Subhead E(1), in 1971–72; and what is the estimated value of the assistance to each.
§ Mr. WoodThe following table lists countries and territories with the resources so far approved in 1971 from the Special Fund and Technical Assistance components of U.N.D.P. § Sir R. Russellasked the Secretary of State for Foreign and Commonwealth Affairs which countries of South and East Asia will receive technical assistance from the United Kingdom under Supply Estimates, Class II, Vote 5, Subhead 355W C(4), in 1971–72; and what is the estimated value of the assistance to each.
§ Mr. WoodExpenditure on technical funds is not precisely allocated in advance. On 31st March of this year, expenditure from the equivalent item in the Supply Estimates for 1970–71 had been as follows (to the nearest £'000):
£ India 547,000 Pakistan 542,000 Thailand 445,000 Ceylon 287,000 Malaysia 268,000 Nepal 260,000 Burma 202,000 Vietnam 161,000 Indonesia 134,000 Laos 119,000 Asian Institute of Technology 112,000 Singapore (exclusive of Special Aid) 80,000 Afghanistan 72,000 Philippines 63,000 Korea 54,000 Khmer Republic 5,000 Maldive Islands 1,000 Multilateral Organisations 119,000 I would expect expenditure on technical assistance for South and East Asia in 1971–72 to follow much the same pattern.
§ Sir R. Russellasked the Secretary of State for Foreign and Commonwealth Affairs which non-Commonwealth countries and regional organisations in Africa will receive technical assistance from the United Kingdom under Supply Estimates, Class II, Subhead C(2), in 1971–72; and what is the estimated value of the assistance to each country.
§ Mr. WoodExpenditure on technical assistance in the non-Commonwealth countries of Africa in 1971–72 is likely to follow much the same pattern (though possibly on a somewhat increased scale) as in 1970–71 when disbursements are estimated to have been as follows:
West Africa £ Cameroon … … 265,383 Francophone Africa … … 380,493 Inter-regional … … 2,000 Total … … 647,876 356W
