asked the Secretary of State for the Environment what is his policy on the provision of lay-bys and service roads in urban development, particularly along existing roads carrying bus routes.

Recommendations in regard to provision of lay-bys in Urban Areas are contained in the Department's Manual "Roads in Urban Areas" (H.M.S.O. 1966). I am sending an extract of the relevant section to the hon. Member. This memorandum also recommends that where space permits bus bays should be provided at bus stops.

It is a matter for the local authorities concerned to decide the circumstances in which the provision of a service road may be appropriate. Where practicable a secondary means of access to enable goods and service vehicles to load or unload at the rear of shops or other premises is preferable. Where this is impracticable service roads or long lay-bys may be provided.
