asked the Secretary of State for Education and Science whether she will seek powers to enable her to prohibit the sale of pictures by trustees to whom the pictures have been left in perpetuity for public exhibition.

Mrs. Thatcher

No. If charity trustees are left a picture in perpetuity for public exhibition, they would not be able to sell it without an order under the Charities Act.
