§ Mr. Graham PageI am not satisfied that statutory constraints on the packaging industry are necessary on waste 343W disposal grounds. The practical aspects of direct recovery for re-use is a matter which might best be considered in the light of the Report of the Working Party on Refuse Disposal which is to be published shortly.
