Mr. Merlyn Rees

asked the Secretary of State for the Home Department if he will enumerate those categories of citizens within the Commonwealth who have the right to vote in local and parliamentary elections after registration in the proper manner.

Mr. Sharples

As British subjects, all Commonwealth citizens are entitled to be registered, and subsequently to vote at parliamentary and local elections, if they are resident in the area on the qualifying date, subject to no legal incapacity, and aged 18 or over on the date of the poll.
