Mr. Merlyn Rees

asked the Secretary of State for the Home Department whether British subjects without citizenship have the right to vote if registered on the electoral roll in this country; and whether they may hold passports issued in this country, or by the British High Commissioner in the country of domicile.

Mr. Sharples

Yes; they are eligible to vote and to hold United Kingdom passports, which may be issued in this country or by the nearest passport authority abroad.
