asked the Secretary of State for Foreign and Commonwealth Affairs what Departments are responsible for registering and dealing with complaints regarding the implementation of the International Convention on Human Rights of which the United Kingdom is a signatory.

Mr. Godber

The United Kingdom has accepted the right of individual petition in respect of one international convention in the field of human rights, namely, the European Convention on Human Rights. The Foreign and Commonwealth Office is the Department which has general responsibility for the observance of our international obligations and is therefore responsible in the first instance for dealing with complaints arising under that Convention that are accepted by the Human Rights Commission for further investigation.
