asked the Secretary of State for the Environment how many local authorities have informed his Department that their allocation of capital grant for 1971–72 is too small for them to undertake even one average scheme in that year.

Representations have been received from a number of district councils that their share of the county area allocation is inadequate. This, however, is a matter within the discretion of the local authorities in the county.
