Mr. Spearing

asked the Secretary of State for the Environment who was responsible for traffic management and pedestrian safety arrangements during road improvements on a trunk road at Western Circus, East Acton, London, W.3; when full pedestrian phase of the lights will be in working order; what time limit was set in the contract for the works; and what penalty clause was included.

The London Borough of Ealing, my Agents for the scheme, were responsible for all traffic arrangements during construction, in consultation with the Metropolitan Police. The pedestrian facilities at the junction are already in operation.

The contract allowed four months for completion and included liquidated damages of £70 per week.
