§ 37. Mr. Arthur Lewisasked the Lord President of the Council why he will not introduce legislation to ensure that, wherever matters affecting Great Britain's international rights of decision and Parliamentary control of endorsement of foreign treaties are placed before the Houses of Parliament for decision, such 281W will not become operative until a two-thirds majority of both Houses has been secured.
§ Mr. WhitelawI do not consider we should introduce special voting procedures for particular issues. Our historic practice is that a straight majority is sufficient.
