asked the Secretary of State for Trade and Industry why oil from Romania was not included in the counter trade arrangements linked with an irrigation contract which has been placed in the United Kingdom by Romania.

For reasons which I am sure are known to my hon. Friend imports of Romanian oil into the United Kingdom are not allowed at present. Firms which negotiate compensation trade contracts with Romanian organisations are free to include purchases of oil for sale in other countries but this is a matter for them.
