asked the Secretary of State for the Home Department what are the categories of Commonwealth citizens who require an entry certificate before entry into the United Kingdom.

In accordance with the published Immigration Rules (Commonwealth Immigrants Acts 1962 and 1968: Instructions to Immigration Officers, Cmnd. 4298) a Commonwealth citizen is required to have an entry certificate if seeking admission for settlement as the husband, wife, child, dependent relative or fiance of a resident.
