asked the Secretary of State for Scotland if, with a view to cutting down teenage drinking, he will con- sider the introduction of an identity card system which would enable licensees to detect offenders, details of which have been supplied by the hon. Member for Coatbridge and Airdrie; and if he will make a statement.

I have carefully considered the plan put forward by the hon. Member. While I share his concern over the problem of under-age drinking, I do not think that any system based on the scrutiny of identity cards in public bars would be workable.
