Mr. Kenneth Clarke

asked the Secretary of State for the Home Department whether he will seek powers to require the owner of a vehicle carrying ony dangerous liquid to notify immediately any accident involving the vehicle which gives rise to death or injury as a result of escape of the liquid.

Mr. Sharples

The requirement for the owner of a vehicle carrying an inflammable liquid with a flash-point below 73°F. to notify immediately any accident involving the vehicle which gives rise to death or injury by fire or explosion has already been extended to cover, in the case of vehicles carrying corrosive substances, the notification of any accident in which death or personal injury is caused as a result of corrosion. Any further extension of this requirement will be dependent on the introduction of general
