asked the Secretary of State for Employment whether he will make a further statement about the provision of training for unemployed young people under the Vocational Training Scheme.

Following consultations with education interests, it has now been agreed that training courses for unemployed young people under 18 may be provided in colleges of further education. My Department will pay training allowances and meet training costs. Courses will be at semi-skilled level, practical in character, and preference will be given to young people who have already been in employment and are now unemployed. Three such courses are already planned to start in the Northern Region in September.

My Department is also willing, where appropriate, to pay allowances and a significant contribution towards training costs for similar courses for unemployed young people in surplus training capacity made available by employers.
