No. In arriving at this decision I have followed the procedure announced on 26th March, 1969, by my predecessor, and have consulted Lord Simon of Glaisdale, a member of the Security Commission (in the absence abroad of the Chairman), and the right hon. Gentleman the Leader of the Opposition.
