asked the Secretary of State for the Environment whether he will now take urgent steps to encourage or enable local authorities to construct additional low-cost housing.

In the short term lower-cost council housing could be built only by departing from the present Parker Morris standards.

To do so would be a false economy because lower standards would render the houses obsolete well before the end of their useful life.

In the longer term, I look to the development of new materials and more efficient methods of building as a way to reduce costs.

Much research is being carried out in this field, and my Department is contritributing to it.
