HC Deb 21 April 1971 vol 815 c392W
Mr. Sproat

asked the Secretary of State for the Environment how many persons in England and Wales live in council houses, how many in privately-rented accommodation, and how many in their own homes; and what percentages of the population these represent, at the latest available date.

Mr. Channon

The latest reliable information in terms of persons is in the Housing Tables of the 1966 Sample Census and is as follows:

Number of persons (thousands) Per cent, of total population
In households renting their accommodation:
(a) from a local authority or a new town corporation 13,328 28.3
(b) from a private person or company 8,494 18.0
In households owning their accommodation 21,248 45.1
In other tenures, tenures not stated, and persons not in private households 4,066 8.6

In terms of dwellings, I estimate that in December, 1970, the distribution of tenure was as follows:

(thousands) Percentage of total
Rented from local authorities or new town corporation 4,785 28.3
Owner occupied 8,730 51.6
Rented from private owners 2,582 15.2
Other tenures 838 4.9
