Mr. Elystan Morgan

asked the Secretary of State for Foreign and Commonwealth Affairs whether Ministers negotiating on behalf of Her Majesty's Government for the United Kingdom's entry into the European Economic Community are instructed to negotiate for any changes whatsoever in the rules of the Treaty of Rome 1957.

It was made clear by the then Chancellor of the Duchy, in his statement to the Communities in Luxembourg on 30th June, that we accept the treaties establishing the three European Communities and the decisions flowing from them subject to points to be covered in negotiations. The main points for negotiation were also made clear in that statement.
