asked Her Majesty's Government:

Whether they will consider making it an offence for commercial vehicles of over a certain size to break down on any main road.

As breakdowns often occur for reasons outside the control of the operator or driver of a vehicle, it would be unjustifiable to create an absolute offence of the kind suggested. Sanctions against failure to maintain goods vehicles properly are already applied through goods vehicle testing, operators' licensing and enforcement of the Construction and Use Regulations.
