asked the Secretary of State for the Environment if he is now in a position to make a further statement about the future of carriers' licensing.

An Order will shortly be laid before the House to abolish the remnant of carriers' licensing affecting large goods vehicles as from 1st December, 1970. Before reaching this decision, I consulted the British Railways Board along with other interested parties, and I have taken into account the anxieties they feel that the abolition of carriers' licensing will affect their carryings of freight.

The Order will also provide for bringing into the operators' licensing system on 30th November, 1970, those vehicles belonging to the Post Office Corporation, and on 1st March, 1971, those farmers' vehicles licensed under the F-excise tax system.
