Mr. Clinton Davis

asked the Secretary of State for the Environment (1) whether he will introduce amending legislation to bring within the Rent Act 1968 interest payments, in respect of sales or purported sales of leasehold or freehold interests of property within the rateable values prescribed by the Act, where a purchaser is allowed into occupation and completion of the purchase is not effected within three months from exchange of contracts or entry into possession whichever is the earlier;

(2) if he has studied the ways in which the Rent Act 1968 is being circumvented, details of which have been supplied to him by the hon. Member for Hackney, Central; and if he will introduce amending legislation.

The working of the Rent Act is now under study by the Commitee chaired by Mr. Hugh Francis, Q.C. The Committee know of the practices the hon. Member has in mind, and I shall consider carefully anything they say in their report on this point.
