asked the Secretary of State for the Environment how many planning authorities are operating Part 1 of the Town and Country Planning Act, 1968.

52 local planning authorities in England and Wales have been invited to begin preparatory work under Part I, either individually or as members of groups of authorities, for the submission of structure plans covering the whole or part of their areas. Following the Government's review of the development plan system and the laying of procedural Regulations early in the New Year, Part I of the Act will be implemented progressively for these authorities by a series of Commencement Orders. Preparations are being made for discussions with further groups of authorities about the timing of their changeover to the new system.
