asked the Secretary of State for Wales if he will commission a study to examine not only the educational but also the social and economic consequences of the closure of rural primary schools.

These problems were carefully considered by the Central Advisory Council for Education (Wales) in its report on primary education in Wales 1967 before it recommended the adoption of area schools; but I shall take them into account when proposals for closure are submitted to me by local education authorities.
